These same misdemeanors would have ranked as felonies had perpetrators committed the same acts against strangers in public. This placed police in an awkward position. They could not make arrests for misdemeanors. Meanwhile, at least 28% of all married couples reported having one physical assault in their relationship. The tide against homicide against intimate partners in marriage began to change in the 1980s. Women's shelters were created. Mothers with their children found a welcoming roof should they need to abandon their own home because of homicidal violence building. Thanks to the National Family Violence Survey, a wave of social actions to benefit victims of violence soon take shape. By 1980, 47 states passed domestic violence laws. Counseling programs became available for both husbands and wives in some cases. Police were now allowed to make arrest at domestic violence scenes. Finally, self-defense pleas in cases of partner homicide began to gain credence in courts. These changes added a new and valuable dimension to women whose lives had turned into tormented relationships. Many women were forced to remain with an abusing spouse for economic reasons. They had no where to go. Law enforcement could not, or would not help them. They need to protect their children as best as they could in an unhealthy, violent household. Married couple homicide account for more than half of all homicides occurring between family members in the United States. Former married couples, common-law couples, and dating partners account for about 10% of homicides, generally. Among married couples, women stand a greater chance than two times as likely to be killed by their male counterpart. Generally, 70% of partner homicides are committed against women, while men account for about 30% of homicide victims in partner homicide. Even here, male victims of partner homicide have an unusually high number of homicides as female self-defense acts. In Western countries, the number of homicides within United State's families occur at a rate greater than most other Western nations. These usually occur by guns, making the United States radically different in its homicide numbers and types of homicide against women. |
